Sheffield Wednesday Confronts Major Issues, States New Football Authority

'We will play a key role in football's future' - newly appointed regulator the regulator's chair

The Championship club's ongoing struggles represent a a "serious issue" and the football regulator is seeking powers to examine team situations in similar circumstances, its new chair David Kogan has announced.

Through a comprehensive talk, Kogan, who was named to the position this week, voiced concern towards the club's followers.

The regulator engaged with four supporters' associations representing the South Yorkshire club recently.

The team have been struggling on and off the field in the current year, with the club delaying salary disbursements on several different times, including in the autumn.

"Evidently Wednesday represents a serious issue for football authorities and a major challenge for the sport," Kogan told.

"Sheffield Wednesday is one of the iconic names for the English game and this week we have met fan representatives.

"We are seeking authority... which will enable us to take Wednesday and comparable cases brought to our attention if they warrant scrutiny and acted upon."

Monetary Issues and Proprietorship Status

Wednesday's embattled owner the Thai businessman stated during the off-season he would be prepared to relinquish control at their home ground, but he has not been able to secure a deal with prospective buyers.

Delayed salary payments on time in March and May led to sanctions by the football authorities in summer, blocking the team from conducting any recruitment activities for the subsequent signing windows, although that restriction was lifted in late summer.

Official's Viewpoint

The regulator explained: "The job [of the regulator] is there for the Owls followers, other clubs in similar situations where fans are dedicated to a community organization that has existed throughout their lifetimes in numerous instances.

"I completely understand Sheffield Wednesday, as I do for each organization that over recent decades have faced collapse, or nearly ceased operations, for factors unrelated to the fans themselves."

When asked if the regulator could force an owner to sell a club if they are judged inappropriate, the regulator answered: "When asking whether 'would we intervene in the final instance?', the reply is once we gather the evidence and know what's going on, we will."

But the regulator clarified that requiring chairmen to relinquish clubs would be viewed as the ultimate measure and the oversight body would choose to work with them.

"The final option we would consider is commence engagement with an individual club, an individual owner, without having the opportunity to collaborate with that proprietor to address the challenges confronting the team and the chairman's encountering," Kogan said.

"But the truth is, when you look back over the history of the game, over the recent generations there have been some owners, few in number, but particular people who have shown negligence in the approach they have taken toward their teams and eventually don't wish to take responsibility for the future."

Wednesday followers have been voicing opposition to the current proprietor during the current campaign

'If we get it wrong, extraordinary progress vanishes'

Kogan met with officials from numerous teams to detail the scope of the authority recently and maintained it represented a "progressive gathering" with a "significant participation" from the lower divisions to the top flight.

"The role holds considerable importance, because if errors are made, if the sport makes errors, the significant advances achieved might evaporate rapidly," the chairman stated.

"Such an outcome is universally undesirable in the context of the English game is a major achievement - we've got to keep it going.

"Considerable investment entering the sport and has been channeled for the last 20 or 25 years, because there are no assurances it will persist in entering the game, which is one of the reasons why I think we have to take a really clear view on risk and of course, of the next two or three years."

Premier League Concerns

The Premier League opposed the creation of a regulator because of concerns about detrimental effects on the elite division's competitive balance, but the regulator stated: "I fully support the prosperity and expansion as an commercial operation of the top division.

"As someone who appreciates the apprehension regarding damaging the top flight as an elite competition of this country. But at the same time, if you engage with division representatives after this week's discussion, they would have had a substantial amount of confidence -and, indeed, they have been informing us confidentially they have a considerable comfort."

Ideological Links

The regulator remains subject to a "full inquiry" by the Commissioner for Public Appointments after he revealed he contributed money to the political party in recent years.

The official donated money to Culture Secretary the politician's campaign, along with that of the current Prime Minister.

"I have fully disclosed my previous political affiliation [with Labour], and that party membership ceased the day the official body endorsed my nomination," the chairman stated.

"I am presently disconnected from any sort of politics."
